The pad is glued to the squab frame and then needs to be trimmed to follow the outer edge of the frame. The white wadding material is then laid over this edge and softens the edge of the pad before the seat cover is fitted. I received two small bottles of this last Christmas as a stocking stuffer from a friend. My husband and I used them and were quite impressed. I ordered three more bottles for each bathroom.
